All-Access: Hoops Coaches Talk Rule Changes

The NCAA Rules Committee this week announced significant changes for both the men's and women's games going forward. The new tweaks are effective immediatley and will be implemented at the start of the 2015-16 basketball seasons.
Among the most notable of the new rules are the men's game changing from a 35 to a 30 second shot clock. The rule was experimented with in this past year's postseason NIT. The women's game will now be played in four 10-minute quarters in place of two 20-minute halves. Other changes for the men's game include:
- Coaches are no longer allowed to call 'live timeouts,' or timeouts while the ball is in play.
- The 10-second clock to cross half court does not reset.
- The charge circle increased from three to four feet.
- Timeouts reduced from five to four, with only three carrying to the second half.
- The NCAA will also experiment with six personal fouls per player during postseason tournaments that are outside the NCAA Tournament (i.e. the NIT, CIT, CBI).

The women's game also features a handful of changes beyond the quarters switch. Those include:
- The non-resetting 10-second backcourt count.
- Teams now shoot free throws at five, with the one-and-one bonus eliminated.
- Foul counts reset after each quarter.
- Music is allowed to be played during dead-ball situations.
